Professional Biography for J. David Rauch
J. David Rauch is recognized as a leader in the field of community development,
community association maintenance and transition of control of new communities.
As author, consultant and speaker, Mr. Rauch's speaking engagements have
ranged from local, regional and statewide builder and community manager organizations
to the Pacific Coast Builders Conference (PCBC). He has authored over 100 articles
for publications including Builder Magazine, Condo Management Magazine, Vision
Magazine, Builder Digest of California and Common Assessment Magazine.Mr. Rauch is the President of ProTec Building Services. ProTec publishes "State of the Art" Maintenance Manuals for developers throughout the United States. These builders, who have multiple projects, include Astoria Homes, Barratt American, Bosa Development, Centex Homes, CityMark Development, Concordia Homes, CRS, Inc., D R Horton (including Continental Residential & Western Pacific Housing), Hallmark Communities, Intracorp, John Laing Homes, K Hovnanian, KB Homes, Lennar Homes (including Greystone Homes), Lucas & Mercier, McMillin Homes, Newland Communities, New Urban West, Opus West, Pacifica Companies, Pacific West Homes, Pardee Homes, Premier Coastal Development, Prosperity Real Estate Investments, Shea Homes, Standard Pacific Homes, Signature Properties, The Olson Company, Trimark Pacific Homes, Warmington Homes, Western Pacific Housing and William Lyon Homes.
ProTec is a team of full-service contractors with licenses in General Contracting and Painting as well as being certified Playground and SWPPP Inspectors. With over 170 employees ProTec provides maintenance programs to over 350 communities throughout Southern California.
Mr. Rauch was a founding member and officer of CACM's Affiliate Council. He chaired the California Licensing & Insurance subcommittee and oversaw the creation of its "California Licensing and Insurance Matrix". He also wrote and teaches the CACM course entitled "California Licensing & Insurance Guidelines". Mr. Rauch recently wrote and teaches the new "Preventive Building Maintenance" course offered by CACM throughout California.
He is on the board of directors of the BIA-SD Urban Council as well as a long-term member of its Risk Task Force. In 2003 he won a "Big Award" for his work in helping draft the outline and the functionality standards within SB 800 as well as working on the Task Force's "Best Management Practices" matrix, outlining guidelines for quality home and community building strategies.
